Requirements:
  • Degree in any related field. 
  • Project management professional qualifications such as PMP/CAPM certification an advantage.
  • Minimum ten (10) years of working experience preferably in a mix of international, local and GLC/government environment.
  • Must have working experience either in programme management, project management, management consultancy, corporate planning, jobs related to analysis or implementation, and preferably in the areas of infrastructure roll-out, process improvement or change management.
  • Proven organizational skills.
  • Proven track record on delivering project and results.
  • Proven leadership skills - must have supervised, managed and developed teams.
  • Proven communication and stakeholder management skills - must be able to communicate within all levels of the organization, including external stakeholders and civil service officers.
  • Ability to visualize “big picture”/”helicopter" overview and have clarity on “end-in-mind” and “end-to-end” requirements.
  • Experience in formulating and reviewing business cases.
  • Advance skills in MS PowerPoint, MS Excel and MS Project required.
Overall Accountability:
  • Methodology - overseeing and providing direction as well as guidance on project management related matters to the project managers;
  • Assurance - defining and managing the specific programme-related governance processes, procedures and templates with which all projects must comply with;
  • Alignment - identification, rationalisation, monitoring and control of the interdependencies and synergies between projects;
  • Facilitation - dealing with the escalated issues among the projects that comprise the programme;
  • Monitoring - tracking the contribution of each project to the consolidated programme benefits.
Responsibilities:
  • Ensure overall effectiveness and efficiency in the delivery of project management for the portfolio of strategic projects and other key initiatives within IRDA PMO’s scope.
  • Responsible to lead and continuously improve project management methodologies, processes, and tools for the organization.
  • Accountable to ensure the compliance of project governance processes, procedures and templates are communicated, rolled-out and to create project management culture within the assigned business area's related projects.
  • Responsible to lead the identification, rationalization, monitoring and controlling of interdependencies and synergies amongst the projects within the assigned business area’s scope together with the PPM team, stakeholders and project team to ensure collaboration towards an integrated and comprehensive outlook in all development of projects.
  • Responsible to facilitate project teams in finding resolutions of project issues and risks in the assigned business area as well as manage issue and risk escalation via defined channels to ensure delivery of the projects.
  • Accountable for tracking and monitoring the contribution of each project to the consolidated project benefits for the assigned business area on an ongoing basis to ensure objectives and benefits are delivered on time, within budget and business results are realized.
  • Accountable to ensure that project stakeholders receive timely and relevant information regarding project performance for the assigned business area on a regular and ongoing basis.
  • Responsible to assist Head of PPM to lead, manage, develop and motivate staff to upgrade skills and elevate productivity level by providing guidance and advice including enhancing staff motivation and productivity to ensure a professionally competent team of programme management experts to support the achievement of lRDA’s goals and objectives.
  • Responsible to work with Head of PPM to lead, plan and execute portfolio/project methodology, assurance, alignment, facilitation, and monitoring strategies.
